Shovel-ready is a term given to developer sites that reduce the burden for developers, government agencies, and local economic development organizations because most of the time-consuming technical and regulatory aspects of development are already complete.
Shovel-ready provides for a competitive advantage because it provides assurances to the developer that the community and all partners have done their due-diligence to make sure the land can be used for development. Shovel-ready sites are also easier to market to site selectors.
