The Levee Park River Boat Dockage & Improvement Project brings with it enhanced recreation and commerce activity to Red Wing. Completed in the Spring of 2020 after flood delays, the challenging project has proven to be worth the effort and will benefit Red Wing for years to come. Dan Rogness, Red Wing Port Executive Director, tells us more about the ultimate success of the transient dock improvements. 

“This was a challenging project from start to finish due to high water levels, weather and barge damages. It will benefit Red Wing for years to come, including those persons involved with tourism, recreation, commerce, art and culture,” says Rogness. 

$8,736,085 was invested into the project, with the majority of funding, $5,617,000 or 65%, from state MnDOT and PDAP bonding sources.

In addition to weather and flooding challenges, the COVID-19 pandemic hit in the midst of the build. River boats were unable to use the new facility at its opening because of COVID risks, but as businesses begin to reopen, 30-60 river boat stops are expected per year.  

“This dock facility expanded docking capabilities from one river boat to two at any one time.  The project created a beautiful new pedestrian walkway and seating/viewing area along the riverfront while maintaining a driveway for automobiles to travel along the same distance,” says Rogness of the improvements.

The driveway will serve as a handicap accessible route for river and park viewing and use, and it will also allow vehicles to service the river boats while New Pedestrian Walkway by Levee Parkdocking. The docking area will open up closer access for river boat passengers to walk through downtown Red Wing and frequent the city’s multiple shopping and eating establishments.    

“Retail stores like the flagship Red Wing Shoes store, the Scandinavian Uffda Shop, the Duluth Trading Company Store and much more will see more traffic from passengers.  Passengers also have access to a Marine Museum, the historic St. James Hotel and Sheldon Theater as well as historic river boat houses and multiple parks and trails that connect with the dock area,” Rogness adds.    

Passengers typically have 5-8 hours to enjoy exploring the town and shopping at local stores. Many visitors enjoy Baypoint Park, Levee Park and the Cannon Valley Bike Trail that connects to Levee Park while they are in the area. 

In addition to the pedestrian traffic advantages, three river boat companies have signed leases to use the new dock, including the American Cruise Lines (ACl), American Queen Steamboat Company and Viking USA. This summer, a few of the American Queen boats will be docking here. While ticket holders are the only ones allowed to board the ships, visitors will be able to enjoy the majestic boats from the shore.
