Revitalizing the West End: Red Wing Port Authority's Business Assistance Programs
August 6, 2024
The Red Wing Port Authority has introduced the West End District Business Assistance Programs to stimulate economic growth and redevelopment. These initiatives, which focus on relocation, demolition, and renovation, aim to support local businesses and enhance the vibrancy of the community. With a substantial initial budget of $150,000, the program seeks to breathe new life into the West End District, ensuring it remains a thriving hub for commerce and culture.
Relocation Assistance
In 2021, the City Council empowered the Red Wing Port Authority to lead a redevelopment planning effort targeting the former Bauer Built property on Old West Main Street. To encourage businesses to relocate from this area to other locations within Red Wing, the Port Authority offers a relocation assistance program. Eligible enterprises can apply for 1:1 matching funds up to $25,000 to cover moving and reestablishment costs. This initiative is designed to help businesses transition smoothly while making way for new development projects in the targeted area.
Demolition Support
The demolition assistance program addresses the need to clear outdated or unsafe structures, paving the way for new development. Property owners can apply for 1:1 matching funds up to $25,000 for environmental remediation, building demolition, and site restoration. By removing barriers to redevelopment, the Port Authority aims to create opportunities for new businesses and modern facilities that will benefit the entire community.
Renovation Grants
The renovation assistance program focuses on improving and expanding existing buildings within the West End District. Property owners can apply for 1:1 matching funds up to $50,000 (or $55,000 with energy efficiency improvements) for eligible building renovation costs. This program supports visible exterior improvements, energy-related upgrades, site enhancements, and new signage, contributing to a more attractive and functional business environment.
One notable recipient of this program is Kelly's Taphouse, awarded a $20,000 renovation grant. Mallary Anderson, the first recipient of the West End District Business Assistance Program, shared her experience and plans for Kelly's Taphouse.
Interview with Mallary Anderson, Kelly’s Taphouse
Q1: What motivated you to apply for the West End District Business Assistance Program, and how will this grant impact Kelly's Taphouse in its new location?
"We heard about the program at our West End District meetings. We applied for and received a portion of the grant, which has helped us install windows and doors in our enclosure. We are very thankful for the help, and Shari was so easy to work with—very kind and helpful throughout the process."
Q2: Can you share any specific plans or improvements you intend to make with the grant's assistance, particularly regarding leasehold improvements, building alterations, or new equipment purchases?
"It helped with getting our windows and doors for our enclosure. This is very important for us so we can use this space 365 days a year instead of only on nice days. We have now built an open-air deck off the back of the restaurant looking towards the marina and Mississippi."
Q3: Can you share any specific plans or improvements you intend to make with the grant's assistance, particularly regarding leasehold improvements, building alterations, or new equipment purchases?
“We have not relocated! We just enclosed our open-air deck for year-round use. This has allowed us to have more seating in the winter months. We are so excited for people to stop and see our new projects.”
