Advisory Planning Commission to hold public hearing on rezoning sites for higher-density housing

Red Wing is preparing to take a significant step toward addressing its ongoing housing needs and expanding housing choices for current and future residents. On May 19, the Advisory Planning Commission (APC) will hold a public hearing on the potential rezoning of three redevelopment sites to allow higher-density housing: the Bay View Redevelopment site, the Jefferson School site, and the Briarwood Neighborhood site. Rezoning these areas would support key goals identified in the Red Wing 2040 Community Plan, including proactively guiding more land for medium- and high-density housing and increasing the quantity and diversity of affordable housing options for a wide range of household types.
The City Council’s 2024-2026 Strategic Plan identifies expanding housing opportunities as one of the City’s four strategic priorities. In addition, the 2025 Red Wing Housing Study forecasts demand for approximately 2,400 additional housing units by 2035, including market-rate apartments, workforce housing, senior housing, affordable housing, and townhomes. With limited undeveloped land available for expansion, City leaders have emphasized that redevelopment and infill housing will be essential to meeting future housing needs and supporting long-term economic vitality.
