The Southeast Minnesota planning region includes a total of 11 counties and two Workforce Development Boards (WDBs). In sum, Southeast Minnesota was home to 507,073 people in 2017, comprising 9.1 percent of the state’s total population. That made it the fourth largest of the six planning regions in the state. The largest counties in the region are Olmsted, Rice and Winona, which make up over half (53.6 percent) of the total population in the region. With 154,930 people, Olmsted County is the 8th largest county out of 87 in the state and the 3rd largest outside the Twin Cities metro area.
